The best way to train a German Shepherd? I really need help with this!?

You are not acting at all, while leaving .. He is able to sit and stay and all, listen when in the house, but it's as if the second out of the UAS, forgot what he was taught. Today slipped out of his neck and ran off (he remained in the house), ran across the pond, which is not even safe enough to walk, I had to put my other dog and give my full attention to her to approach me for the pass back to him. Any suggestions? Do you have a choke collar works? Oh no hes full German Shepard, but the size of one. It is almost 2 years. I trained my Dalmatian outside without a leash, I do not understand why its not working with him.

There is a product called "Gentle Leader", which did wonders for my Rott, who is out of his neck and escape.
