Puppy having trouble leash training?

I have a 9 week old Pembroke Welsh Corgi that for the most part knows how to walk with a leash around her neck.. but she wont follow me. I’ve read that I am supposed to follow her for the beginning phase for leash training, but when and how to I transition her into following me, instead of me following her?

alright so right now the dog is the dominant one thats why she is not following you, you have to show her to follow you if shes not following you, you say “This way” and pull her after a couple of days shes will be a pro and hopefully gets to know that your the dominant one and have to do what you say
