Why is my German Shepherd so inaccessible, while the leaded?

My pastor is terrible in a foot. you can only get so close, and then changes full attack. formed and obedience to all. I do not know how to do this with the fear of foreigners. definition since it is the fear that is going to blow your Anais and you can tell by their body language. help!

dogs feel trapped, because they can not escape the belt. then they will defend in full. They are not really easy to break, but what I did to help my dog is socialization.
