How do I get my German Shepherd puppy to use my Shitzu as a chew toy?

Hi, I have 3 years old and a Shitzu Cross Rotte 9 years we get along very well. (Shitzu is Alpha Dog) We recently adopted a German shepherd one years whos been in a kennel most of his life. It has a lot energy and is very intelligent, only problem is if it is not reprimanded, he Shitzu by ear or if ever, and lead. Shitzu Sometimes my defense, sometimes you want to play with him as he did not care, I'm not sure what I'm doing what you do not want to start a Shitzu authoritarian behaved with another dog, but I need to protect themselves.
